No Video Signal/No BIOS

I recently purchased some new parts. Here are the specs:
mobo: XFX Geforce 8200 series SLI
proc: AMD X2 64 4800+
vid: onboard geforce 8200/Geforce EN8400GS 512mb by Asus
mem: 2gb DDR2 Kingston
psu: BFG 550 watt SLI ready

Here's the problem:
PC will not output video. I have tried both the onboard and the add-on card, both VGA and digital. Hard drive does not spin up. Since there is no video, I cannot tell if the BIOS is loading. Probably not, since the HDD will not spin up. Everything looks to be running, all the fans are going.

There are no error beeps, though the system speaker is hooked up. Although, there is an LED on the motherboard I don't know what it means. It is near the PCI-E slot and is labeled "LEDA1". I don't know what that designation means, nor does the documentation tell me what it means. It seems to me that this might be trying to tell me what the problem is, I just can't understand it.

Any advice would be appreciated. Again, all of the parts are new.

motherbroad not flashing

Power Down and

Power Down and make sure that all your Plug and Play chips are Securley Lockinto place...

If unsure....Take unplug them and then replug them in....

Make sure they Lock in and the snaps lock in...

Do the same with the Graphics card.....You may have a plug and play device or ram chip loose or not secure in its place

I have been everywhere looking for the NVIDIA mobo: XFX Geforce 8200 series SLI user guide for trouble shooting....

I can not find a pdf anywhere....

are you using the unit at all or does it not boot?

do you have a screen for command promt?

NO CD LITE WHEN YOU EXECT THE TRAY OPEN OR OR HARD DRIVE SPINNING
i HAVE GREEN LITE NEXT MEMORY SEEM TO INSTALL RIGHT CPU FAN IS RUNNING
SYS FAN IS RUNNING NO VIDEO SIGNAL NO BEEPS NOTHINGS AT ALL.
