streaming videos stutter during playback

I recently decided to resurrect my 3-4 year old desktop computer for the purpose of watching streaming movies on my 1080p LCD HDTV.

My current setup:
2.4 GHz pentium 4 processor
1 GB ram
ATI Radeon 9550 256mb AGP
running windows vista business (with all updates)

and I'm connecting to the TV (Samsung 1080p LCD) using a VGA connection.

But I've been having problems with video playback, movies constantly stutter, essentially only showing 1 frame every second or so, which is, needless to say, completely unwatchable.

I don't think the problem is with the internet connection, I'm using a wired cable internet connection. I suspect the problem is with my outdated graphics card, what graphics card would you recommend for watching streaming HD movies? my budget is somewhat limited, and so is my motherboard (only supports AGP or PCI, no PCI express).

Any other tips regarding my current setup would also be appreciated. Should I downgrade to XP? Should I upgrade the RAM? Would a DVI connection be better than VGA? or do I just have to mess with the settings to get it playing correctly?

What speed internet connection do you have, assuming you're watching these videos off of the Internet; you never really said what the source is.

You also left out if you're trying to do any kind of upconversion to take a lower resolution image match that of the TV.

Of course running Vista with only 1GB of RAM just can't be a pleasant experience. At a minimum you should have 2GB, if not more.

768 kbps cable internet, no upconversion

Sorry, I missed a few details.

The particular source I was using was www.hulu.com, yes that means it's off the internet. My internet connection I believe is 768 kbps cable internet, but I'm able to watch shows from www.hulu.com on my laptop (which uses a wireless connection, on the same internet connection) with no problems.

I have the computer resolution set to display at 1360x768, with a 60 Hz refresh rate. Though I have tried lower resolutions (1024x640 and 800x600) and got pretty much the same results.

I'm not trying to upconvert the video (at least, not that I'm aware of).


You are right about vista, it is kinda slow with only the 1 GB of RAM, I'm planning on downgrading to XP once I get my XP cd back on sunday.
