I bought a Toshiba Satellite with Vista, it's a piece of garbage. It freezes up all the time, overheats and has an uncomfortable keyboard. Look at a different laptop buddy!
Don't buy compaq's!!! They store their ROM-BIO's in the software! If the hard drive crashes, you're up a creek and have to buy a new computer. I know I'm going to get a lot of heat about this, but I've been there. Three machines: two desktops and a lap. The company will leave you out there! That was all the proof I needed. Backups WILL NOT help!!!

We're definitely in a recession. But the only thing that will keep the recession from getting immensely worse is our money. The government can't fix it, big businesses can't fix it. Every big purchase you make now lets someone keep their job a little bit longer. If you can afford it, buy now.
I thought it would be the best time to buy car speakers at Sound Advise (aka Tweeters) as they are going out of business, but guess what, right now car speakers are only 20% off and I know the markup on consumer electronics is usually a 100% mark up so 40-50% is the real bargain range? Guess I will wait a while to buy there because low price is my motivator!
As for the best time to buy, it's when you want it at the best price you can get at that time. You just know that the new model or lower price on your model will show up about a week after you buy, so here's my practice..do lot's of research into best units and best price then go buy it and do NOT read any adds or information about new models till the newness of you purchase wears off! Just enjoy it.
Black Friday may be best day for you to shop if you know what you want and what a good price for it is.
I just bought new range and refer at Sears "Friends and Family" sale and got 30% off! The TV/AUDIO dept there was swamped! Sears also supports our Troops so I like to shop there!
As others have indicated, the best time to buy consumer electronics is often when you "need" an item. Either because its non-repairable, obsolete or the features of newer gear is just that much better.
That said, the other important consideration is if you think you'll get "enough" use out of it, before prices of the next generation of models come out. As others have pointed out Moore's Law of computing power, the next interations of digital goodies are genrally more powerful at often the same or lower price.
Basically, will you get everyday use out of that computer, mobile gadget, audio/video component, TV or digital camera/video gear, etc? If you'll be able to "sleep well at night" after your big electronics purchase, and you know you'll get plenty of immediate use out of it, then it's "always' a good time to buy.
So, taking all those aspects into consideration will make the decision-making process simpler; so, enjoy your new "toys". Just remember to recycle, sell or donate your obsolesced gear...
I am retired, when I receive my benefits, I go shopping. Most months I don't have enough that will be left over to do much. But when I do have money I buy things. I plan on another computer.
Here in my extended vacation home, the Philippines. High definition is just now available, I only can guess that all the supplies are going to the USA. I haven't seen 'blu ray' yet.
Soon I'll get a satellite receiver, to get real television, because the local TV is like network garbage i.e. game shows, sitcom, and are in some foreign language.
The economy is not a factor, all I have is retirement and SS, maybe no raise in 2009, I don't know.
I have only bad feelings about home loan companies, they always charged me so much interest as to buy a home for themselves, and always treated me with stealing back my home to resale again if I missed payments. Maybe they should offer an insurance to cover the balance if something happens to where I can't make payments, but that wouldn't be good for them because that wouldn't be able to steal back my home.
Until the USA taxes its rich, and gives free education, food, water, electricity, housing, medical TO ALL THE WORLDS people I live in shame of my homeland.

A friend of mine and his wife moved there in 1992 , "so they could live like kings for a few dollars a month". WELL the sad news is they found out very fast, that when you are the only one with money, food, nice clothes, a car etc. The natives will hound the hell out of you looking for a handout from the "Rich American". Then they found out that one of them always had to stay home and guard the house and contents other wise EVERYTHING would be stolen, including the toilet, fixtures and wire out of the wall! There are rats the size of cats. Bugs the size of mice and people live in poverty, filthy and eat stuff you could not even dream of. Yes your money can go far, but if the numerous bandits find out you have it, kiss your butt goodbye. Ever since the US shut down Subic Bay Naval base and other US bases the country has gone down hill. Much worse is Americans are no longer liked very much and in the big cities, killing an American is initian for gang members! What's poverty, well the shipping crate that my friend had his stuff delivered in became the HOUSE for his maid and her family of 8! They cut holes for door and window and stole elec from grid for one bare light bulb.They put it next to the creek that they bathe, poop in and also get their drinking water from! And gusee what they had it better than most! Thank GOD you live in the USA because most Americans haven't got a clue how bad it is in other countries!
Wow, What part of the Philippines are you talking about? It can't be all that bad. Sure, there's some negatives, but i would guess there are more positives as well. Rats the size of cats? that sounds like NYC to me, i can deal with that.
The best time to buy depends on who you buy from. Local retailers offer good sales on Black Friday and after Christmas. I believe the best deals on electronics are to be found anytime on the internet. Just search effectively: use the search engines and probe for reputable sellers offering the best prices.

Alright, instead of delving into the political/economic debate that somehow sprung out of this simple question, I'll do my best to answer the original question...
Traditionally, "black friday" is the best time to buy electronics and other gear for a nice discount, but BECAUSE of the economy, not all stores are having these discounts and deals because they are not doing so well themselves.
I'd still look around for a deal on black friday, its only a week away and it wouldn't hurt to try and find a deal.
Just make sure your not spending money on the wrong things if your strapped for cash, but I'm sure you dont need me to tell you that : ).

My needs now seem like nano-problems compared to those that are facing people without jobs, homes, credit, food, education, political misgivings, etc. Bottom Line . . .
