RR Basic Internet Difference in Speed 1.5mb and 3mb

I have to pay an extra $10 each month to have RoadRunner Basic Internet which in my area they say the speed for that service is 1.5mb downstream or download.I had seen online,on TimeWarnerCable's website that they offer RR Basic to people in Texas for same price but the speed is 3mb downstream or download. All of their other internet packages like RR Lite and RR basic are same Speed and Price as My area in New England.
Why the difference in speed ? RR Standard in my area and Texas is 7mb downstream.Oh and next month Time Warner is adding $5 a month to your bill if you only buy their internet service.

3 reasons; 1. cost of living is higher in New England area. 2. there are more people using the service. 3. like the oil companies (almost), because they can get away with it.
