I'm looking for a new video cam. One important feature is that I want to be able to grab a frame of the video, and turn it into a still photo file.
I hear that the quality of the still photo is generally poor using this approach. Is there a way to get high quality stills from video? I presume some vidcams are better than others. Any advice?

The Canon XH-A1 can produce a 2 megapixel image from its video stream. That may be on the high side of what is currently available. Some Sony cameras claim more, but I have yet to see an explanation of how they can do what they claim. Even if Sony is for real, they are talking about a 6 megapixel image, so you are a long way from current still camera sizes.
at the minimum, get an hd video camera, it'll give you better stills than a standard definition video camera.
many of these new video cams have the ability to take still pictures, that i presume are of better quality than what you can get from a video freeze frame, on the same camera.
I just bought a Sony HDR SR12 which is HD at 1081. Still frames from videos are of excellent quality using Sony's software. Hope this helps!
