Just an observation from the strings of replies, re: this problem. This problem occurs only in MS Outlook and not with Gmail or Yahoo mail. Since this is the case (at least for me), I can't blame Norton or any anti-virus/anti-spam software for this. Microsoft should address this issue!
I found that a user was getting this error when the message she was trying to send was addressed to several distribution lists, one of which had been deleted. Removing the offending list remedied the problem (though it didn't answer how it had gotten deleted in the first place).

The tip about selecting the distribution list from the contacts list rather than just typing it in worked for me too. I had previously rebuilt this DL and really didn't want to have to do it again.
BTW - is anyone else really finding the Microsoft MVPs rather snarky on this issue.

I have been experiencing the same problem in MS Outlook 2007 with only one of my email group addresses. I simply changed the name of the group, and it worked! Try this.
i had the similar problem until i figured that this error message comes only when sending to the distribution list. double check the distribution list because outlook picks up the names from the *.nk? files. I opened the "TO" box and clicked the distribution listi from within the addressbook and it worked fine.
1. A number of people have suggested that the issue is the AutoComplete feature, and that you can work around it by clicking the TO: button and selecting the distribution list from your Contact list. That works, but it's clunky. I prefer...
2. Select Contacts, then double-click the distribution list to open it. Click the Update button, then Save. For most distribution lists, this solved the "couldn't send to it" problem.
3. For some reason, one of my distribution lists still didn't work after #2. I could test to see if it was fixed by creating a new message, typing the distribution list name and allowing it to AutoComplete, then double-clicking the distribution list name to see the contents. If the list was still "bad", I received an error, and figured that I needed to delete the AutoComplete entry. To delete the AutoComplete entry, start a new message, type the name of the distribution list until it's shown in the AutoComplete dropdown, then press the Delete key on your keyboard to remove the AutoComplete entry. Then, type the distribution list name and allow it to AutoComplete, and sending should work.
4. Worst case, if you can't find any solution to recover the distribution list, create a new one with a similar name. Add all the contacts, delete the original list, and rename the new list. You'll want to check the new list using the process in #3.
