The sale of COA's (Certificate of Authenticity) as licenses without the CD media is illegal.
When buying software online make sure the website has a phone number to call because there are offshore operators selling fraudulent software. Best to buy from a licensed reseller such as The Software Guy (http://www.thesoftwareguy.com)

This is a great question, many of the software companies would like you to believe the answer is no and often attempt to scare customers by placing text on the CD that says, for example; ˇ°For distribution with a new pc onlyˇ± or something to
that effect, but rest assured it is in fact legal to purchase <A HREF="http://www.yesoftwares.com">OEM Software</a>. The truth is that the First Sale Doctrine protects our right, as well as yours to sell OEM / CD Only software.
So far there is no world law on this one. You should follow the laws in your country or be prepared for what happens next.
If ever there was proof of software piracy, this is it - OEM prices almost $100 less than Microsoft's own OEM pricing. I'd bet big bucks this stuff is not OEM at all, just pirated.
You can get OEM software from many places that will be totally legitimate. Don't screw it up for all of us by making it harder for *real* OEM software to be available to those of us who depend on it. Or do you think that Microsoft will continue to offer good deals on OEM software if the pirates continue to undermine their market? If you do, I think you're being a little bit naive.

If this letter was true, shouldn't there be a legimate email address at the bottom. A Hotmail or yahoo account usually means that it isn't legimate. If I ever see an email like that in a business type letter it usually says, this is not a true letter. I am not saying that it is not legimate. I would just be concerned.
Just reading your query about OEM software. I would strongly recommend not buying OEM software from any company sending out spam e-mails through the internet. Most of these are illegal copies and it is usually far better to go to a well known company for OEM software. OEM software can be really cheaper, however I notice you mentioned that you got XP Academic version anyway. I presume from this you are a student. If you are you should be able to obtain Windows XP from your University or College on the Academic licence at nearly the same price of these OEM licences. If you're not a student you shouldn't have been sold a computer with Academic Windows XP on. In addition to this I'm quite suprised that your computer come with so much trialware on, and no installation discs for any of the software. If your computer is running Windows XP it should have a sticker on somewhere telling you of your code and it should just need registering to get rid of the trial limit. Also you should have an emergency repair disc with the computer which will have the full copy of Windows XP on it, or somewhere on the computer a program that will create an emergency repair disc with Windows XP on it. If you want a genuine copy Windows XP there are 3 companies I know of in the UK which would supply you with genuine Windows XP with proper OEM licences, these are Scan computers - http://www.scan.co.uk, Dabs - http://www.dabs.com and Savastore - http://www.savastore.com. However if your from the US you'll probably find that after currency conversion and everything you can get it cheaper there. My Windows XP was bought from the states and it came with a genuine OEM licence. I bought it from Blue Nova Computing - http://www.bncomputing.com. I think it's time someone came up with a list of various firms who are selling illegal copies of XP and firms that are selling genuine to help avoid this problem of people being sold illegal software.
Apart from Windows XP there is quite a lot of software available free that can do virtually the same job as the Microsoft programs - Open Office is available for Windows XP and can do nearly the same things as Microsoft Office, even open Excel, Word and Powerpoint files. GIMP (Gnu Image Manipulation Program) is a very powerful paint package that can perform nearly all the same actions as Photoshop and Paintshop Pro, CD Burner XP Pro burns CDs and DVDs and is freeware, Audiograbber is a free way to convert CD's to MP3s, POV does 3D rendering freely, AVG is a free anti-virus to keep your computer safe (also available is a number of free firewall programs). So you can get most things as freeware, the only one important thing to watch for is that it doesn't contain Adware/Spyware/Malware - and of course Lavasoft Ad-Aware SE Personal is free and will take care of that, and the majority of programs found at Downloads.com are free of adware/spyware.
