Laptop hard Drive went from 100 GB to 99.9 GB

I just reinstalled Windows Vista Premium 3 times on my HP Pavilion dv6700t and I noticed that my total hard drive space went down from 100 GB to 99.9 GB. Why did this happen? Is it because I reinstalled too many times?

Microsoft's disk size reporting has always been "off."

Last time I checked my Hard Drive, it showed exactly 100 GB capacity space total. After reinstalling Vista for the 3rd time, I wanted to see how much free space I start out with a fresh Windows and I was stunned to see 99.9 GB instead of 100 GB of total HD space.

My question is, is it possible to have your HD space capacity.. Shorten down by reinstalling Windows too many times?

Do NOT USE WINDOWS for the disk size. Use tools like EVEREST and then look up the disk specs.
