CPU Usage 100% Symptoms

When you run some programs, the CPU Usage meter in Task Manager may indicate CPU Usage 100%. When CPU utilization reaches 100 percent, programs will run very slowly or stop responding (hang) and your computer is freezing or crashing.
Note:Press CTRL+ALT+DEL to view CPU utilization, click Task Manager, and then click the Performance tab.
These symptoms occur after you install Microsoft Windows XP Service Pack 2 (SP2).

CPU Usage 100% Cause

These problem occurs because of the user interface code that is included in Windows XP SP2. The high CPU utilization is caused by the additional overhead that occurs when the IsWindow function is called by the user interface code.

Disable the Use smooth scrolling option in Internet Explorer. Follow these steps to fix 100% CPU Usage:
1. On the Tools menu in Internet Explorer, click Internet Options, and then click the Advanced tab.
2. Click to clear the Use smooth scrolling check box.

But - Why Does Windows ALLOW 100% CPU Utilization?

There are all kinds of reasons why 100% cpu occurs on a windows system. The bigger question is WHY does windoze allow it. WHERE is the setting within windoze to "Not Allow Any One Application to take 100% CPU" ??? Self-centered narrow-minded "designers" at Microsoft cannot seem to understand such basic concepts. EVERYONE has at one time or another experienced a windoze system that would no longer repond because some application was using 100% cpu. Or, I want to run a virus scan for awhile but continue to do other things - oh, wait, I CAN'T BECAUSE THE SCAN USES 100% CPU - AND WINDOZE ALLOWS IT. Windoze was not designed right and that is the main problem. No decent operating system should EVER allow ANY driver, application, service, component or otherwise any object to ever steal 100% cpu from the operating system itself, that it may otherwise continue TO RESPOND TO THE USER. Get a clue if you work at microsoft and are reading this - fix Windoze XP please.

You may find I am the only person to reply here. The original post was 'way back' in 2004. The post you are replying to was in 2007. I suspect those posters have moved on by now.

I rarely get a situation where some application or other is taking up 100% of my cpu time. On those occasions where I do, it turns out to be a faulty 3rd party application, or some sort of nasty malware I picked up somewhere. Otherwise my Windows just purrs along quite nicely.

Perhaps you are having similar problems?

Sorry but the reason Windows (not Windoze) does this is well discussed and well known. By asking you are showing that you have no intent of researching the issue but may be another person intent on non discussion but ready to launch attacks in discussions known as OS WARS.

Start a new discussion if your intent is to really learn why things are the way they are.
