XP knows nothing about DVDRW media of any type. If you are having DVDRW drive issues, start by uninstalling and reinstalling your recording software.
DO NOT GET DISTRACTED BY WHAT XP REPORTS HERE SINCE IT HAS NO DVDRW RECORDER SUPPORT.

I had a problem like this on my laptop for work. It would give me the exact message you are getting. I finally figured out that you need to disable "Drive Letter Access" via rightclick on the drive, properties, etc. I'm not sure the exact path, and I didn't bring the computer home tonight, but it wasn't that hard to find. I just had no idea what it was and why it was there. It has something to do with DVD-RAMs, I guess.
I'm not sure if that was helpful but I would bet that's what the problem is. Maybe someone will be able to clarify that.

Post number 8 indicated that the Poster accepted your solution, not that it fixed the problem.
come to his own conclusion that he didn't have any DVD recording/burning software installed on his PC.
Practically speaking, the poster won't be able to realize the solution until he installs suitable DVD burning SW. If it doesn't work ... you can remind him about your solution. On second thought, no need to waste your breath or his time as without installing packet writing software such as InCD, DirectCD or DLA, that won't work either.
Let's focus on helping users and not waste more time on this exchange.

I just find it strangely coincidental that I have the EXACT problem he described on my laptop. DLA is installed, as is the OEM dvd burning software. When DLA is enabled, CD or DVD writing is by default disabled. When I insert a blank CD or DVD, the drive shows in "My Computer" as a standard CD drive and I get the same error message.
I can simply right click the drive, select properties, and than disable DLA and enable recording under the appropriate tabs.
I just find it hard to believe that any newer computer capable of burning DVDs would not come with at least a trial version of some supporting software, since most come with two or more as part of the OEM bloatware package.
I'm suggesting a simple solution to a problem that some users would likely be stumped by. If they come looking for an answer, here it is.
I have the same problem and there seems to be nothing on the internet to address this. Inserting a blank DVD changes the drive into a DC Rom. This never used to happen and I was able to drag and drop. Now it just says "insert a CD."
I would like to try the "change drove letter" fix but right clicking on the drive and selecting "properties" doesn't yield any option to change the drive letter!
