I have a LinkSys Wireless USB Adapter. The service for it starts after other pgms/services that use the Internet have started. Is there a way I can tell WinXP Pro to start my wireless USB service ahead of others?
Not really no. There's a dependency tree with XP services, so some services have to start before others, and so messing with the order of these things, assuming it was possible, would be very very dangerous.
http://technet.microsoft.com/en-us/library/bb457123(TechNet.10).aspx tells all you need to know to get this done. However this is not an offer for me to explain it all. Look around the ServiceGroupOrder and other items that control the order of loading.
