Click on that bar and it takes you to a screen where you can sign in or register as a new member and post your thread.

You have to be at the top of the Forum.
Here is a link to all forums:

Under Electronics - Click on "Digital Cameras"
That will take you to the top of the Digital Cameras Forum.
Just to the right of "Digital cameras forum"
there is a green button labeled "Create a new thread"
Click that button.
