Looking for grad present - Cell/Wifi for overseas

I'm looking for suggestions for a graduation present for my daughter - very tech savvy, tho I'm not sure that's important right now.
She's going to be spending the year in Israel. So she'll need an unlocked, multi-band (GSM?) phone.
I'm thinking in terms of a cell phone with wifi. She'll need/have a cell phone (w/a plan, obviously) anyway, and a mobile device that also will allow her (with no additional subscription fees) to access email and internet would be cool.
If it does multi-media, that much better.
I've seen one or 2 devices with USB ports, and that's intriguing - could she hook up a webcam to it?
Our budget is in the $500 range.
