GOT A NEW HP LAPTOP WITH VISTA HOME PREMIUM. HOW DO YOU TURN THE UAC OFF ???

Disabling UAC...

You can disable User Account Control (UAC) by going Start->Control Panel->User Accounts->User Accounts->Turn User Account Control on or off and unchecking the box.

And Afterwards, Disable The Security Center Warnings That ..

...will occur constantly because you've disabled UAC.. Open the Control Panel, double click on the "Security Center" icon, then, looking on the left side of the window, click on the link that says: "Change the way that Security Center alerts me".. When that opens, UNCHECK all the boxes, then select "OK/Apply" all the way out.
