Advise for a compact camera with good video

I need advise about a compact digital camera with video capabilities. My requirements are simple:
* good video quality
* movie shot in a standard format (NO proprietary format that needs to be converted with a software)
* zoom capability when shooting
* reasonably good videos and photos in low light
* at least 4x zoom. If bigger, IS would be necessary.
* preferably with manual controls for photos
* price: up to 250$

I already own a Nikon D40 SLR which takes great pictures. I need something compact to carry around everyday and be able to shot good photos and videos.

Any advise is very much appreciated!

Good Video

A couple of problems:

Depends upon what you mean by format.
If you mean physical size and frames per second - No Problem.
If you mean the type of video (file extension name) - Big Problem.
...There is no standard... AVI, MOV, Mpeg2, Mpeg4, etc

* "zoom capabilities when shooting"

Very few digital cameras will let you do that.
Most of the ones that do, will have zoom motor noise added to the sound.

* "price up to $250

I don't think you will find what you want for that price.

The video that is good in low light and takes good pictures in low light will give you some problems too.

Zoom and video shooting

Most digicams supporting video will allow you to use digital zoom during video shooting, but quality will quickly deteriorate when you do that. The only cameras that come to mind that can support decent video with true optical zoom are the Panasonic Lumix models. The DMC-TZ4 is easy to find under $250, and supports optical zoom in movie mode. I have not used this personally, but I was pleased with older model Lumix cameras I had before going Canon. A common complaint of Lumix zoom in movie mode is that it zooms slowly, but this is probably good as it will limit motor noise picked up by the mic.
