Video Card or Monitor?

I really wish I knew where to place this question and I'm sorry if it is in the wrong place.

If you've been following my past posts, I'm building a PC. At the moment, I'm trying to decide between a TV Tuner/Capture Card or a monitor with RGB/HDMI input. I remember a few years back I used an ATI All-in-Wonder Pro that had a little bit a of delay for using my Xbox 360 and I may be better of going with the monitor option, but I wanted to get some feedback here. Also, what supports HDMI input? The monitors and tuners I've found only have RGB.

A Correction from my first post

I didn't realize an HDMI connection is different from a component HD cable. I am looking for using a component HD cable with my PC/monitor since that is what I have for my Xbox 360, I do not have any HDMI cables.
