I can't believe it took 13 posts before somebody actually mentioned Diskeeper Lite!! I mean how many times did everybody here wait and wait for the Windows defragmentation tool to finish before looking for a different program. When I had Windows 98SE I ran it only twice before switching to Diskeeper Lite.
Try the following to solve your problem.
1. Close your firewall and virus scan.
2. Press crl, alt, delete
3. Remove the top program, and press crl, alt, delete again and remove the next running program. Continue until all running programs are removed except Explorer.
4. You are now ready to run Scandisk.
5. When you have completed running Scandisk for each drive, Run Defrag. When completed, reboot your computer.
6. It will probably take about two hours the first time. In the future if you follow the above procedure, you should be able to complete defrag at 100% in about a half hour.
Note: Before beginning the above procedure, you may also want to close your screensaver to prevent it from interrupting the process.

I run ME and had the same problem till I was instructed to
1) Turn Screensaver off.
2) Run spyware and delete any.
3) Close all running programmes by Ctrl + Alt + Delete.
This will open a small window of all your running programmes.
(Leave only:Explorer and Systray or your computer will shut down)
Highlight and End Task.(you may have to do some twice before they close)
When (Explorer and Systray only) are left click Cancel.
You can now run defrag and it should take only 15-20 mins. Your first one may take longer due to the mess your disc will be in.
4) This is called housekeeping and should be done every week or sometimes more often if you are doing a lot of work on your computer.
I have Windows ME also. Defrag won't even start until I pause and restart it. It keeps restarting on its own with a message that says "restarting due to disk write". I just let it run until it finishes. I have to shut off my screen saver too, or it will stop completely until I wake up my screen again.
At times I have problems with scan disk restarting too. I don't know how to fix that. It just suddenly works or I shut it off!!
One thing comes to mind from my own experience. Even though I've gone to the Safe Mode by clicking F8, defrag has been unsuccessful. The solution to the problem has been to also unplug my cable modem so my computer isn't trying to receive messages, updates, etc., in the background.
Once I realized the modem might be causing my defrag to shut down, there have been no further problems with having the system do what is expected and have been able to completely finish the defrag. The same also applies to scanning the hard drive.
I'm using Windows 98 2nd edition, 866 MHz, 20 GB hard drive & 128 RAM.

I am currently running XP Pro but I have had similar problems with "98; Me & 2000 Pro". All of the above info by others is correct and will work in most cases but I have found that the easiest way to accomplish this is to download "Diskeeper". It has a setting that will allow it to defrag automatically when the screen saver activates. There is a free version available from C/NET downloads. You should use this it works great and no problems.
I'm using 98se, Emachine(500mh) and I had started getting "insufficient resourcea" or something like that. Used to be I would turn off my AVG(Grisoft anti-virus), not run any other programs, and it'ld defrag. Just run MS defrag while you slept for the night.8~) Now I use The free "Diskeeper" up to 40%-60% in about 5 minutes while using pc, 100% in about 10-15 mins. It runs in the background, but I usually stop at 40% as the pc slows considerably, but that's sufficient for a couple of days. "Diskeeper" will give you good indication when to defrag. A faster machine should give better results. A worthy program, the full version is for me when I can get my pennies together.
hmm, did i get that correctly, you run a defrag while you're using the pc?!? that's asking for trouble. when you run any defrag process, do NOT run any other programs or you'll risk corruption of files and that's worse than having a bit of fragmentation on your hdd.
You don't say if a window pops up or not, if you do get a window that says something to the effect that something has written to the hard drive, check to make sure that your screen saver and any other running programs are shut down, while trying to defrag. How full is your drive that you are attempting to defrag, remember that defrag needs room enough to re-write the information it reads, and to sort those things out, seems to me we used to call it a "scratch file." So, picture the information that is already on the drive, being written again, but the original not deleted, and the program sorting things out prior to deleting and re-writing the new arrangement. Hope this helps.

Most of the answers you received give good advice.
One more thing: I read that sometimes USB devices can create problems, so unplug your USB devices before initiating the defrag program. That worked for me.
Note your Anti virus must be disabled, your desktop properties -screensaver- set to "none", and power management set to "always on" in case the defrag takes a long time.
indeed, the "sleep mode" does more harm than good so power scheme as "always on" is an excellent advice.
not sure about the USB though... in Safemode it should not matter anyway.
The problem that you are describing has been a problem with all of Microsoft operating systems since Windows 95 -- especially when trying to defrag drive C:. My suggestion is to download and try the "Diskkeeper Lite" (its free) from Executive Software. It works far better than the Microsoft version and will do a good job of defragging all of your drives without interruption. (They will try to get you to buy the 'full' version (which is also good), but the free one works just fine!
