No response to Shut down or restart
I feel Norton Internet Security has something to do with this but it's just a feeling.

Norton CAN BE an obstacle on some machines when shutting down or restarting.. Try disabling it temporarily to see if it helps.
IN addition, try shutting down some of the unnecessary startup programs and services using the link below.. The fewer processes running in the background, the fewer problems there will be when shutting down:
For Windows XP, ignore the first couple of sentences about checking "resources" and the "Performance" tab in the link below but follow the rest of the procedures including the "Services" links at the bottom.
