My Vista system had stopped changing from an empty recycle bin to showing a full recycle bin when I deleted an item. It was always showing the same empty icon. I did the process you suggested and it has restored my recycle bins to the correct operation of showing empty or full icons as needed.

Click Start, type "Control desk.cpl,,@Web" and press Enter
In the Desktop Icon Settings dialog, enable the Recycle Bin checkbox
Click OK
Another way to access the Desktop Icon Settings dialog is to right-click on the Desktop, click Personalize, and in the left pane, click Change desktop icons.
I've read the thread about restoring the deleted recycle bin icon in Vista (control panel, personalization, click on change desktop icons) but I don't have that as a choice on that screen. I've looked at the entire left-hand panel (where it's supposed to be) and all of the other icon choices.
Can anyone help?!

The option should be listed, but an alternative is to right-click this link and choose to Save the file (which I created and uploaded) to your computer. Next, double-click the .reg file and choose Yes when prompted to add the entry to your system registry. Finally, click your desktop and press F5 to refresh...your Recycle Bin should then be displayed.

Thanks so much, John, for taking time to help. I had actually just recovered it (clearly by accident) when I did a search and was actually able to change the desktop icons. Thanks again!

Right click anywhere on the desktop and click on personalized from the drop down menu, in the new screen click on "change desktop icons" and in the new screen under "Desktop" make sure the Recycle bin is checked and click OK et voila your desktop icon for the recycle bin is back on your desktop!!!!
To put the Icon back on your desktop, simply right click on your desktop and then click on Personalize. In the window that opens in the Left hand column click on "Change desktop icons". Put a check in Recycle bin and click ok.

With the new "delete" choice in Vista's recycle bin options, many people mistakenly erase the bin from their desktop. Don't worry! It's an easy fix, and yes, I've learned the procedure by making the mistake more than once. Go to Start - Control Panel - Personalization, then under "Tasks" in the blue section on the left, click "Change Desktop Icons". A list will pop up and simply add a check the "recycle bin" box. You will find it instantly restored to the desktop. Good luck to all!

I am using Vista
I'm still missing something. I can place a workable recycle bin icon on my desktop -- following my mistaken deletion of what was there upon Vista installation. However, I can put the empty version there. Or I can put the filled wastebasket version there. What I haven't been able to restore is an icon that shows empty when the recycle bin is empty and shows full-of-paper when the recycle bin has something in it. In contrast, when I'm in Windows explorer and I go to the recycle bin and then right click and then empty the bin, the little icon at the bottom of the page shifts from full to empty. The desktop icon used to do that.
