I've had this problem for a couple of weeks and I can not seem to figure it out.
For one, I always have a "Server execution failed" message. Always. No matter if its wireless or wired and no matter the network. My internet connection works just fine (well I think).
When I open the Network and Sharing center it usually freezes. When click the two computer icon for wireless networks in my taskbar it takes about 2 minutes to load and search.
Whenever I disconnect from a network, want to change the setting of my computer on the network, or do anything with it I get this problem and it is incredibly inconvienient.
Any help is appriciated.

There is no such directory in Home Basic and Home Premium editions. In order to do the same fix, you need to run an elevated command prompt with the line:
net localgroup Administrators LocalService /add
This fixes some of the problems yet I have seen that this fix can open major security issues. Use it at your own risk.

THANK YOU!
We also had the same problem. Anytime I would open Network and Sharing center or would try to open any network resource and the window would freeze. Its because of the auto-tuning in the new TCP/IP stack in vista.
Try this solution:

Let me know if i can be anymore help to you.
Cheers!
