No IRS, how to where is the money going to come from.

Before there was the IRS the US paid for the goverment from import duties. If the US was paid though that by raising uniformly the imports it would probably create many US manufacturing jobs since the cost of imports would rise dramatically. China would be screaming "bloddy murder". The tough parts would be to raise the rates within treaty obligations and the diplomatic intrigue.
