Windows XP Automatic Update at Shut Down

Over the last few months each time I press 'Turn Off Computer' in Windows XP Professional (Service Pack 2) I come across the following message:

"Click Turn Off to install important updates and turn off your computer. Click here to turn off without installing updates."

I've allowed it to install updates before it shuts down hoping that would be that, but each time I shut down the same message appears. I'm guessing the update installation was unsuccessful?

It now just irritates me, I've turned off Windows Update from automatically downloading and installing updates however this still hasn't cleared the above message from appearing, how do I get rid of it?

The machines (more than 1 issue) had issues. On one the owner had blocked some needed web sites with a firewall. To fix that one I uninstalled Zone Alarm, let Windows Firewall do that for a few runs and it cleared up. The other one had some spyware damage so we cleared that up and it was fine.

I bet there are dozens more reasons so let's see what others add.
