I am trying to create a VCD of some personal video and burn it on to a CD-R disk. I am able to do this fine using Roxio, however when I go to play it back on my Toshiba DVD Players (Models: SD2800 and SDV291) the picture locks at the menu or only provides a still picture of maybe the first scene while the audio continues on fine.
I spoke with Toshiba and they told me it was related to the Playback Control (Pbc) not supporting version 2.0. I then spoke to Roxio, who told me that is correct - that they don't support Pbc 2.0.

Absolutely!
You have to not only try what VCD and SVCD setting Roxio provides, but may have to switch to another software to create your VCD.
To resolve the issue, change creation software.
