So, I was wondering what the best smartphone is for web browsing. I'm currently looking at the Helio Ocean and the Sprint ppc-6800 (Mogul). I live in NYC by the way so I don't think coverage should be a problem.

I like the Helio Ocean's functionality. Slide one way you get a phone. Slide it another way, you get the qwerty keyboard. Not sure how the internet rates on a Helio though. But if you are confident that you have good coverage aroung NYC with the Helio, go for it.
I also like the Mogul, only becuase it's a Pocket PC with WM6. You can do everything a modern PPC would do, and still have the slide out qwerty keyboard. I know that Sprint's unlimited internet rates are higher than that of ATTs, but makes up for the fact that they have 'faster' UMTS traffic than ATTs 3G...but that's like comparing cable to DSL. Both are broadband...just one is faster than another in certain conditions. Also, since it's Windows, you can sync it pretty easily to your PC for emails, contact info (outlook), and transfer files, pics, and MP3s (ringtones).
Well, that's my two cents on this. Hope that it helps and good luck.
