My freinds PC has tons of viruses on it and needs a scaning soloution. All the virus scanner web sites are inaccessable and it stops norton from running. Is there just a bootable scanner to bypass windows?

from another computer, download Stinger from link below & save to a floppy or CD or USB storage drive. At begining of download (during "save as") rename to something other than Stinger. exe (empl: Beehive.exe) to fool malware. The beauty of Stinger is you don't install it on your infected machine. You just put in floppy or CD or.. and double click to run.
It only gets about75 of the most common & current bugs but often can get you fixed enough to use other helpers. Stinger:

Basically, your infection has added a bunch of helper sites to your Restricted Sites list in your CP>Internet Options> Security Tab which prevents you visiting those help (AV/Anti-Malware/Online Scan) sites.
You can manually remove "Good" sites from the list by clicking to highlight and then click "remove" button. This should allow you to reach those sites again.
