It seems that you have your PCI-cards installed..
......................................................................
If this is correct..
Remove the PCI-expansion Cards(all of them)..
Only use a single RAM Module..and place it closest to the Processor..
..
I hope your useing the Front Panel Power Switch..and its connected to the D910 Mobo Header Connector..
These Header Connectors might be differant in the PIN Assignments of the actual Switch..the INTEL Paperwork does give the correct Color Codes for the Front Panel Power Switch..
..
So in that issue you need to inspect the Front Panel Power Switch and decide on the Switch/configured LEDs..
There's a HD(LED)
There's a POWER-ON(LED)
then there are two wires that lead from the actual PUSH-switch..
You should take a Multi-TESTER at this point and look into the device wiring..check it for continuity..and any resistance..
It should give the same reading if you reverse your Hook-UPs..
..
This should give results..
..
If you get none..and you purchased a BOXED INTEL Motherboard its best to call SUPPORT at Intel..
..
I built a PC useing a D915GAG..and used a Celeron[331]2.66 GHz..
my only mistake was leaving the metal STAND-OFFS that DELL used on the Tower for its Motherboard..
Intel uses no metal behind its Mobo..just the standard Assembly HOLES..
..
once I re-moved the Mobo and pulled the Stand-Offs(4)out..the PC started right up..
..
But don't place any PCI-cards in the SLOTS..
and only a single RAM Module for Starting the system..later after your set up..
UPGRADE your RAM Modules..
..
Your BOOT Device will be the Optical DRIVE at the very end of the FLAT(data)Cable..
.............Check w.Intel.

Install just one hard drive and one CD/DVD drive.
Make sure they are jumpered properly. If not sure, give us the details.

What are you trying to install? XP? What kind of CD is it and where did you get it?
