LG 1400 on Cingular

this phone was once in a Cingular monthly plan and has since been deactivated. this was a year or more ago. can this phone be brought back on line on a pre-pay basis with Cingular

Yeah, if you have an activated sim card, you shoudl be able to use this phone.

it has the sim card in it that was installed in 2004 when it was new. was the sim card deactivated at the same time as when i pulled out of the monthly plan and had the phone shut off?

You will need a new SIM, once deactivated it is dead and cannot be re-used. If you are starting new service, a new SIM will be included in the activation.
