Our church currently sends out a .txt newsletter each week to its members. We would like to convert to an html format--something nice, but simple, with our church logo and a designed look. Our largest mailing group would be around 150.
Would anyone have some advice on a suitable software package? Would I need one software for design and another for managing the mailing? (Right now, we just use mail groups in outlook.)

the newsletter in text form.
You could use an email program, like Outlook, Outlook Express or Mozilla Thunderbird and add the picture of the church to the email, then add the text below it. To do a html email, you'd have to put the images on a website and then make the <img src work. When doing this, some isp's don't like images coming in from other places and block them. If you want the church logo to appear, I'd send the image from the computer your emailing from.

Some people block HTML content. And on slow dial-up connections it can take a while to load.
OE will do all that you ask about, it just takes some playing with. You can insert pictures, graphics, signatures, stationary, etc. But all that will take time to load on a dial-up connection.

One other tidbit. Our largest email group is around 150. Is there any good way to send the newsletter out as individual emails without having to copy-and-paste the content 150 times?
Currently, to bypass most spam filters, we break the group into four subgroups of 35-40 each. We then send the newsletter to each subgroup (thus four emails) as bcc.
I know I can create mail with images and graphics in Outlook and Thunderbird. I thought there might be a better software solution for newsletter creation and group mailing.
Any further advice will be appreciated.

Put all of AOL in a group, MSN and hotmail in a group, Etc...
Some isp's won't allow you to send more than a certain amount at one time, this varies by isp. You are correct sending the bcc and I would try to limit it to 25, I think that's the limit for some isp's.
Remember to send the images of the church logo from the computer, not the website.
