Spyware blocked my desktop

Yes... I got hit by spyware, me and another IT were testing wich antivirus was best, AVG or Kapersky, enough said that none win. When you go to Desktop properties, the list to change the background appears grey, so you cant change anything, only the color, The computer is now clean of the Virus and I already checked the Registry to check where you disable the Change Background option but everything looks OK. But still I cant change the Background. Any ideas? Ive seen a lot of people with this problem and the only thing I have been able to do is Repair the operating system from scratch. Is there any other easier way to do this? Does spyware create another Registry Key or something ? Does anyone know how to repair this?
PLEASE NO REPLYS ABOUT RIGHT CLICKING ON A PHOTO AND SET AS BACKGROUND. (IT DOESNT WORK)
CHECKING THE POLICIES ON THE REGISTRY ABOUT DISABLING THE BACKGROUND CHANGE OPTION DOESNT WORK EITHER. ITS SET CORRECTLY.

You are sure, there are NO "nasties" anymore on your computer?


Right click the desktop ->properties ->desktop tab ->customize desktop button ->web tab ->highlight the entry and click delete -> click OK, ->back to desktop tab ->choose your background.
