Is it true that Vista can only use licenced products?

I read in a recent interview on the web, that Vista will only use programs that are licenced and compatible with microsoft. If this is true, then this would be the prime reason for me to not download or purchase a computer with Vista on it at all!

No. Most likely, only products from Microsoft are affected - you won't be able to install them(new sharp teeth of EUL ?), or you won't be able to activate them (as of even before Vista). However, if you use any illegal products, you are running foul of the law.
