whats the difference between locked phones and unlocked phones? do locked phones work better and have a better signal and things like that? or are unlocked phones just as good as locked ones?

A locked cell phone means that it will only work with the cell phone carrier it was originally purchased from. (ie. Locked Cingular phone will not work on Verizon). If the phone is unlocked (usually done through firmware hack) the phone will work with any service provider supported by the phones carrier signal (ie. GSM 850/900). Note that some locked SIM phones may work on other networks.

Watch out for phones originally from Europe because their carrier may not be supported in North America.

Pretty well explained in the Wikipedia.

Read http://en.wikipedia.org/wiki/SIM_lock

Seems to cover it nicely.
