Symantec's Knowledgebase should also have some articles on how to manually uninstall it as well.
To remove Norton from your system you must download the Norton Removal
Tool called the Symantec Removal Utility from Symantec. You can download it from the site for free & it's only 601KB. I have use it and it WORKS great. You might have to search for it.

Dell locks one version of Norton into the PC. The tools says you must remove it on your own. It asks for a password to remove. You can take away every possible Norton file on the PC you can find, but you can not get rid of the Dell/Norton antivirus. This blocks you from installing NIS2007 or any other Nortion Antivirus product.
That is why it is easier to just quit using Norton, which I have used for 20 years.
