I don't believe I'm getting all I can out of my PC config

I have a Gateway 510 series pc. I have an Intel P4 3.0gig processor. 1024 RAM (256,256,256,256) four slots. Windows XP SP2. Dynex 500watt power suply.(just went from 300-500). Just installed ATI RadeonX1600 pro AGP 512mb graphics card.(had an ATI 9200 128mb agp). Have current drivers for new card via the ATI website. A tech from ATI suggested I didn't have enough power so I got the new Dynex as listed above.
Online gaming I got maybe 30fps increase on the game I play. Bought Company of Heros and it crawls(not online, just single player, haven't tried online).
The main points: Do I need to update my motherboard chipsets(don't know if I have ever, scared to); Does the four slot RAM limit my speed(as opposed to something different like if my pc came w/two slots and I had 512mb per slot). I have more than is recomended for the card and more than is recomended for the game(COH, as listed above) but I feel I should be getting more. Even with graphics settings turned down in the games I play it is still slower than I think it should be. If anyone has any ideas it would be greatly appreciated.

hmmm.. Something def doesn't seem right. Your specs should be more than enough to run most of today's games on medium-high settings. How is the air flow in your system? A 512 meg grafx card can tend to run very hot, as will a 7200 Hard Drive if not given enough breathing room. Have you run any RAM tests (ie. mem86) to see if any of your RAM is corrupted? Have you tried doing a complete format on your hd and re installing windows? It could be that there is alot of junk on your hard drive mucking things up. Are there any patches for band of heroes you could try? Any BIOS updates for your mobo? Also, check your bios settings to see if onboard grafx is enabled, if so, disable and see if that helps.

BIOS Updates

Do I use the update drivers button in the device manager because I didnt find any updates on the gateway website for my BIOS number. It says No drivers are installed for this device. As for unenabling the onboard graphics I've forgoten how to check that.

and needs a good video card. here are benchmarks (your 1600pro is a bit slower than a 1600xt):

Sounds like you are getting all the performance you're going to get out of your system. I'm running 2 7800GTX's in SLI and the newer games can slow it down. By the way, your current RAM configuration is ideal. Its always best to use every slot, with the exact same memory. Your computer writes to each of your modules at the same time, as in it cuts the information into the number of modules you have and writes it to each one at the same time. So, if you have 4 modules, it dives the information into 1/4 and writes a 4th to each module. So basically it can write 4x faster to 4 512MB modules, than 1 2GB. Assuming that the 512MB and 2GB moduels were the same speed.

Thanks I appreciate the input. I do have a muck-ridden hard drive and a friend is going to help me format it which i expect will help over-all but I was thinking that I had just about peaked out with the processor that I have(2 years old).

You've got to have a really top end POWER SUPPLY if you want to keep that 1600 from bogging down. I'm not familiar with Dynex. I have one of the Sapphire versions. Check out PC Power & Cooling.
