SFO on the dirty cheap

So I've never been to SF...or okay I've never been West of Chicago before, and so now I'm planning on going to SF over Columbus day holiday. I figured since there were clearly plenty of california buzzers, and SF ones for that matter, if I could ask a few questions

a.) This is a car kind of town, or is the rail pretty good?

b.) Cheap places to stay that are not in scary arse neighborhoods? I saw some hostels and other not too expensive places, I wasn't sure what was up with them.

c.) Are there scary arse neighborhoods?

d.) What's near SF that i could also go see? It's kind of hard to gauge distance since I've never been there before. I had zipcar so I could rent one of those for a few days if necessary.

e.) Anything else I would need to know?

No car needed!

I have a car that pretty much stays in the garage except for road trips. With trains, busses, and cable cars, plus some walking, you can get around pretty much anywhere. And there are always cabs--it's a physically small city, so fares aren't too pricey if you're just staying within SF.

Near SF but you'll need a car: Napa or Sonoma if you're into wine; Monterey is a bit of a drive but has a cool aquarium.

There are some gritty neighborhoods (Tenderloin, some areas of SoMA and the Mission) but my general impression of the city is that it's surprisingly safe. Then again, I moved here from the South Side of Chicago and am not easily rattled. :)

I had heard as such, and its good to know its true. Saving money on car rental could be huge, and if I really wanted to go somewhere the Zipcar is pretty decent for a few hours or a daily rate here and there.
