new toshiba p100 laptop - OS and recovery disks

I have a few newbie questions and would appreciate any advice:

a) I am concerned about not having the Windows XP Professional OS disk (doesnt ship with the laptop)- is there a way I can burn the OEM copy thats loaded in my laptop, onto a CD?

b) I keep reading about having a bootable disk - what does this mean? I want to protect myself just incase my hard disk crashes - what should I do?
