you can uncheck them to not have them start with Windows, or checkmark them to once again have them fire up with Windows.
SCANDISK should not have been doing what you reported; SCANREG /FIX would have done so, and you have to just let it run, perhaps acting frozen for 15 minutes, before giving up and restarting PC.
Hopefully, you did NOT do this from START-RUN command line in Windows (Safe Mode).

That your previous mention of "scanreg" was done at "command prompt only". Then you mentioned Safe Mode and "start" "run" command line. So we assumend wrong.
Taking PC to repair shop will (maybe) forego having to find drivers for your hardware, although you haven't specified your PC specs and hardware (devices).
Don't be discouraged. Many "newbies" have had to be led through the steps to fix stuff. It's just that some of what you report implies some working knowledge. There's a way to avoid the repair shop ($50-$100) but you'll need to learn more or verify that the steps you know are good ones.

in registry cleaner there is a button Restore Backup click on it and let it restore the backup then clean the registry again in the report details window delete the registry errors accept the TCP/IP error.
if your windows is not letting you do this then try to reinstall the windows.

Chances are, the guy at the PC shop will have a W98/98se CD that he'll just give you. Your neighbor probably has one.
With everybody (finally) dumping W98, a disc should be easy to find.
If you can find a floppy boot disc & CD = all the better!
You can boot up the floppy and pick use CD ROM Support in the reinstall menu, once you get that far.
There are alot of 95/98 out there and repair people still use the CDs..Why should they give em away?? They fix computors why get rid them--if were why still out there, Windows 95 hasn't had support for years

What Chuckie said was COPY. A repair shop could "quietly" burn off a copy for repair use. Most want to not do so and charge you the $50 because they still have to pay a bulk license price/use.
We assume the poster was able to fix and boot in normal mode.
