Safe Mode will allow you to access the System Restore feature.
Do you really need to do a system restore?
Perhaps you could just reinstall your OS again.
If you have the original OS install disk, just try booting your PC up with it.
If your PC came with the OS already installed, then some PC makers provide for routines to re-store your PC back to original condition (which will then wipe out ALL your current files! CAUTION!) by just booting up while holding done some keys while booting up your PC. (The Dell uses Ctrl-F11, and HP uses F10, your PC may be something similar.)
Not that it does you any good now, since you can't get to your desktop, but some PC manufacturers have selections that you should use, when your computer is newly arrived, that will create restoration/recovery/tools CDs or DVDs. Those disks are not shipped with the PC, instead you have the selection to make your own from special hidden files on your hard-drive.
Many times people, who have these types of PCs, don't realize that is something they should do. Then when they get into trouble, and need those disks, they cry about how today's computers are crap because the disks were not shipped with the PC. They complain when they have to pay for the disks being shipped.
Well, perhaps it might be better if the disks were really there, instead of you having to burn your own, - I won't argue the point - but I understand manufacturers needing to trim costs when they can.
