Remove your PC cover while it's on. Put your ear up to the following parts: hard drive, cpu fan, any other fan and power supply. More than likely you'll find the source of noise is the power supply so replace it with a good one like from antec, cooler master or thermaltake.
I had the exact same problem a while back. The noise would come and go, but was the loudest when the computer was first turned on. The culprit was a relatively small fan on the video board. It was difficult to believe that such a small fan gone bad could generate such a loud noise.
Every 6 months, I clean all of the fans in the machine. Just blowing off the dust with a hair blower is not sufficient. I actually use a slightened dampened q-tip to wipe off every blade of every fan in the machine. It takes about 20 minutes or so. Some fans can even be lubricated, but not all. The pay off for 20 minutes every 6 months--a perfectly quiet computer. I can't even tell that it is on.

I know that Barry's answer seems the best here and that it is in most cases a fan that makes the noise.
Noisey fans make grinding sounds.
It could be a loose wire stuck in a fan. If its an aireplane sounding like its taking off it could be a disk in your CD/DVD rom drive thats spinning up.
Cheaper and faster drives seem to do this more offten.
Check your drives. Remove any disks.
Still soundin loud?
Pop open your case, take a look at the fans.
Are they crowded by cables and wires?
Clear all of the wires away from the fans.
If its still loud than Barry's answer would be the right one. Althought I havent had a single one of my fans seize or grind in the last two years, and from the sounds of it your computer sounds new.
For some reason I doubt the fan theory, they usally grind or wine for a few seconds then stop.
Since in the first paragraph of his answer, he explicitly states to STOP A MOVING FAN!

I'm sorry, that is HORRIBLE troubleshooting!
Unplug the fan, don't STOP it!
VERY likely it's the fan on your Graphics Card. Put the tinyest bit of oil on the bearing (end of shaft). You may have to remove a decal to access this point - or put a hole in it.
HELP ME SIR. EVEN I HAVE THE SAME PROBELM. I BOUGHT AN LG MY PC COMPUTER 2 YEARS BACK. I HAVE THE SAME CONFIG OF YOUR COMPUTER. I DNT HAVE A VACCUM CLEANER TO CLEAP UP THE DUST ON CPU/PROCESSORS FAN. IF I OPEN THE CASE MY WARRANTY PERIOD WILL BE VOID TOO.BUT, THIS SOUND REALLY DISTURBS ME. Are you sure opening the case voids warranty?
Call your tech support and they will walk you through checking out the fans and therefore the warranty should not be voided.
or Bring it in under warranty and let the techies look at it.
I had the same proablem, it was the case fan, it had sumhow fell out of place and made a very loud scratching noise when turned on!!
