My needs are fairly simple, I just want a PC for web surfing, e-mail, and watching DVD movies (not really into games these days).
Can you please recommend a suitable PC specification.

At about the Pentium 3 of 500 MHz, 128MB RAM. You would be hard pressed to find something less unless it's very old.
