audio file playback

my brother in law some months ago built a computer... works fine with the exception of playing audio files associated with websites. seems it likes to play these files at a high rate of speed. any idea how to slow the play rates to a normal speed. dont know much about the machine itself but windows 2000 is the OS. any ideas where to start looking for the trouble?

Without the machine's make/model I can't find the drivers for you.
