Where is - add network places?

Does anyone know how to add a FTP site to the network.
I can't find the "Add Network Places" command.

I have a complex setup that will take some time to explain.

Open32 is a modified XP SP2. It is a 216MB disk that is an automated install. It is completely performance based and I use it on a 500mhz machine for folding proteins, a NAS and to download (legal) torrents. When ever I connect to it \\open32 it asks for a user name and password. No other computer asks for something like this when I connect.

So XP/VISTA can access all the computers when I boot XP. Every computer can see it as well.

When I go into VISTA, I can only access \\open32. No other computers can be found. I did some fiddling and put myself in the correct Workgroup, I told VISTA it was a home network so it should relax on security. I can still only access \\open32. I am not sure if it is because it is the only one password protected or because it is the only one not on WIFI.

I know that when WIFI has no WEP file sharing isn't allowed in XP. But I have a 64bit wep setup. Are there stronger requirements for VISTA?

Windows Vista: Creating a Web Folder

In "Computer" Right-Click an open area on the right side of the Window, then select "Add a Network Location".
The "Add Network Location Wizard" will appear. Click "Next".
When asked, "Where do you want to create this network location?" select Choose a custom network location. Click "Next".
When asked to "Specify the location of your website" in the Internet or network address field, enter
http://webfolders2.mydocsonline.com/webfolder
or if SSL is turned ON then enter https://webfolders2.mydocsonline.com/webfolder
Click "Next".
Enter your User Name and Password when prompted (you may be prompted more than once).
When asked, "What do you want to name this location?" enter a label of your choosing (for instance "My Docs Online"). Click "Next".
When you see "Completing the Add Network Location Wizard" Check the box "Open the network location when I click Finish" and Click "Finish" (it may take some time for the Web Folder to open the first time).
A Network Location has been created in the "Network Location" section of Computer with the label you choose. (Hint: You can Right-click the Network Location and select "Send to... Desktop" to create an additional shortcut on your desktop).
