Help needed choosing home video receiver

I'm looking for suggestions. I have to find a cheap (I mean inexpensive) box that will let me switch between at least three video sources - DVD player, VHS, and incoming digital cable. I wouldn't mind have other available things, like video out to the VHS box. Unfortunately, it all has to go out to an 'antique' 20" TV that does NOT have any coaxial inputs, just the RG cable in.

Price is a major concern (especially with gas prices where they are) and has to be as far below $200 as I can manage. I don't care if it looks like junk and I don't care if it has any radio functions at all, as long as it can accept the specified inputs and outputs to the TV cable.

No HT reciver has an RF output!!!!! They only have composit, S-video, component.
Use the VHS player as your switch.
DVD to the VHS audio and video inputs, it will then output the video to the TV via RF.
RF cable from the Cable box to the RF input of the VCR.
