IMHO just as guilty are the web 'businesses' that pay others for getting users to download their programs or use their products -- without a reliable check to ensure that the requests are legitimate.
Punishment should fit the crime!
Monies ''earned'' should be confiscated and those involved should go to trial for maximum punishment--TO PRISON FOR LIFE WOULD BE NICE!
Alternative to eliminate these particular individual's activities could be ''a bullet in the back of their heads''.
This is practical and final, but unfortunately not legal.
Those computer users without proper AV and FW protection are to be trained or not allowed access to the Internet.
A rose is a rose is a rose. This guy is as bad as any other cyber criminal out there.
