Compaq Presario Doesn't Start Up!

It won't boot up; it only shows a blue screen saying this (I took a picture of it):

The message tell to you than a file is not there in system32. And if you can't boot Windows and go repair the file with the CD of Windows XP, you must format...
If you don't have important files on the hard-drive, format this last. I think it's the only solution ...

Then stick it in the CD-ROM/CD-RW/DVD/whatever drive you have. Reboot your computer and follow the steps and you will have a fresh, newly installed Windows.
