Cannot install files to Palm memory card -- error 16399

I just purchased a PALM 2 gigabyte expansion card, and I cannot install files on it in my Tungsten T3 -- I'm getting error number 16399. I'm using a MAC Powerbook G4 with MAC OSX version 10.3.9, and my Tungsten T3 is running Palm OS 4.5.1 I've tried every solution I can find on the web. I've purchased Pocket Tunes and opened it on the palm. Nothing has fixed this, and I'm afraid the card will be useless for the Tungsten Palm. Please help? I would appreciate any insights very much.

You check PalmOne for possible OS updates and patches.
I don't have a 2GB card to check, but some Palms do have issues with some cards.
