Because of ALL the damage caused by these morons, and financial hardships, I reckon that 10 yrs(no parole), and a fine equivalent to 1 yr's income. Also, no access to any computers whatsoever for the rest of their life.
Due to the damage done by these viruses to business and personal computers,first time offenders should be sent to jail for 3yrs for their first conviction and their sentence's should double in length for every repeated conviction. Also, there shouldn't be any slashing of their prison time for good behavior or coorperation with authorities.
1st -- 3yrs, 2nd -- 6yrs, 3rd -- 12yrs, etc., etc., --

The prison term should be 60 seconds for each computer that was infected. 20,000,000 computers would be a 39 year term. Of course they could get parole for good behavior but they would have to perform community service by fixing computers that are infected by others viruses. Supervised of course!
now really, folks - let's just lock them in a room with a few sysadmins for an hour - that ought to take of the problem...
Hey, if we stick bank robbers in jail, why not the same treatment for people who create even more financial and societal harm?
There punishment should be relevant to the damage they caused. They should have to do community service in a secured enviroment, cleaning up computers after a virus attack has happened. About 100 hrs of this and I think they will have learned something about global responsibility. Having them do this in a country that they do not speak the language fluently might be a challenge as well. Fines are nice but if the person isn't wealthy it doesn't do much good. Prison is an alternative but it just burdens citizens. The only computer jobs they should be allowed to have should be doing viral clean up or working for an antivirus anti spyware company and they should not be allowed to own a personal computer or have home access to internet. This means no telecommuting. If they do not comply with the affore mentioned then they go to jail and are not allowed any technology period. No Tv, cable, radio, electric shaver, electric alarm clock especially no computer for the rest of their lives.
They should not only be sent to prison, but they should also be fined and barred from using electronics in the future, for a period of time depending on the damage capacity of the virus they created.
The scumbags ie Virus writers should be fined an amount calculated that it cost businesses around the world.
The person(s) should be imprisoned 1 year for each thousand dollars the virus cost busineses around the world.
Net criminals should be punished just like any other criminal such as a thieve or purse snatcher. If one creat a virus and it affects 250computers, he should be charge with 250 counts of tresspassing, bulgalary, extortion and defemation.
Find a real and much bigger "worm" and start it on a inward and upward journey......
As I read through the answers to your question, it would seem that most think it to be a childish prank, and the perpetrators should get a scolding, and a slap on the butt.
If someone were to rob a Federal Bank of, say, $100,000,000 would they still just scold the perp, or would it be considered more serious?
Virus creators are CRIMINALS, and MUST be treated as criminals, not pranksters.
Retribution should be swift and severe,and yes, commensurate to the crime. The crime of GRAND THEFT...WILFULL DESTRUCTION OF PUBLIC AND PRIVATE PROPERTY, And perhaps TERRORISM.
I think that these cyber-terrorists should be dealt with severely. 20 years with no hope of parole, and a $250,000 fine would be an apporpriate sentence. The cyber-terrorist would stay in prison until his/her sentence had been completed, and every penny of the fine paid. That means that these maggots would be out of circulation for a very long time.
The fine should be 10x the financial damage done. The money should go to the victims.
Jail time should be 1 day for each client machine affected. 1 year for each server affected.
A scalpel could be used for each of them.
