Corrupt windows help file

I have a peculiar problem due to installing some program(I don't know which), now the hyperlinks in the windows help file doesn't work.

Stuff like "Related topics","Next", "Top"

This happens not only in windows help file but also in office help, MSDN help files too.
Please help me as I don't want do a fresh installation.

such as in OE or IE?

Hyperlinks won't open from OE or IE..

Try the following steps (one by one):

1. Repair Internet Explorer. Click, Start, Settings, Control Panel, Add/Remove Programs. 

Scroll down until Microsoft Internet Explorer 6 and Internet Tools and double click it. Click Repair Internet Explorer, OK. Restart the computer. 

2. Check for an association problem.

From windows Explorer, click View, Folder Options, File Types Tab. Scroll down to the URL:Hypertext Transfer Protocols. Click Edit button, click Open, Click Edit button.

In the "Application used to perform action" field you should have the following line (including quotation marks):

"C:\PROGRAM FILES\INTERNET EXPLORER\iexplore.exe" -nohome

Use DDE check box should be "checked". Below it, you should have the following parameters:

DDE: "%1",,-1,0,,,,
Application: IExplore
DDE application not running : blank
Topic WWW_OpenURL

Click OK, Close, Close buttons.

This problem was specifically in the windows help files and the MSDN help files.
The links which don't work are "Click here", "Related topics","Previous", "Next". etc.. these are the common links in the windows help file and also the MSDN help files.
In fact the PC which is connected to Internet, I could restore the links by updating at Microsoft website.But my work PC is physically seperated from the network and can't be updated in this way.

Hi! If you found a fix since you posted this message, could you please share it with me? I have downloaded my Windows 98 ME, once a week since, "forever" and I still can't get all the help files to open, I just get a blank box. This just actually started a year ago. Thanks for anything you can do or tell me, I really appreciate it!

mines broken too... blank boxes

ive noticed mine is all blank boxes too..... i assumed it was caused after a critical update or something... its been a pain because i need the help program alot.windows 98se.

search this forum for "trouble shooter won't work" or some such. Since Help uses HTML stuff on links or succeeding pages, a critical update has stopped pages. There has been a standalone Troubleshooter offered for free download, but not the rest, I don't think.
As Proffitt said, windows HELP, for succeeding pages isn't much help anyway but it all is educational and you can pick up a few tips.
Fresh install is needed for full fix, but you risk things if you don't install critical updates. An overinstall will not fix it, as the installed critical update overrules it all.
