Don't turn your regular MP3's into VBR MP3's. It won't make them sound better.
If you want better sounding MP3's, then you'd have to copy from the CD again but this time into VBR.
WMP is lousy for making MP3's. I recommend CDex or Exact Audio Copy, with the LAME MP3 encoder. I recommend you use the latest stable version of LAME, or otherwise 3.90.3.
"wouldn't converting to VBR potentially make the files smaller?"
Potentially. It depends on what VBR quality level you choose and how it's tuned.
"Would there be a loss in quality (lossy copy of a lossy copy)?"
Yes, there would be a loss in quality, for specifically that reason.
If you encode VBR files fresh from a CD, and compare them to slightly larger "ordinary" (CBR) MP3's made from the CD, the VBR ones should sound as good or slightly better.
