The I-Pod and I-Tunes are compatible with Windows 2000 and XP.

If you have Windows 98SE, I am told that you can get the I-Pod to work using third-party software.

Not at all sure where that leaves you if you're using Windows ME.

What is your PC?

Some don't have USB ports, others have an old OS that makes it tough to impossible to use iTunes.

Given no details, there is no answer.
