I found (through spam e-mail) this website which offers real cheap oem software: http://www.officesoft.biz/ and their products are shipped from eastern europe they say.
Is buying this software safe and legal? What are the downsides? I am looking to buy Macromedia MX bundle but I don't want to spend so much $ since I have to learn it and will not be able make money off of it, also I do not qualify for an academic version.
Any feedback is welcome.

It is a crap shoot when you buy cheap. If you decide to gamble, be prepared to loose your money.
I have had excellent luck buying OEM software for many programs at decent prices. It has come with valid certification numbers allowing registration and updates. The ripoff software usually states it can't be registered and/or updated.
i don't know whether i should say this, but i have OEM XP Home installed on my computer. and it is indeed cheaper. it is the same software.
i got it from a reliable "market" (not black market or anyplace bad). and i have the receipt!
just make sure where are u buying the OEM software.
Equipment vendors such as newegg et al can buy the CD legally from MicroSoft [it comes with all microsoft logo's [can't think of the term] and certificate of authenticity. They are only supposed to sell it along with a piece of equipment such as a hard drive. Even though it may say "must be bought with hardware", I find that there is nowhere in the ordering procees that such a check is made.
They are great versions because they are pure XP with zero proprietary crap on them.
I have 5 of them on systems that I have built.
I brought Microsoft Office 97 Professional as OEM in 1999 when it sold for $500+, I brought it for $99. I saw it advertised in a in newspaper. I called the vender and he explained to me that the manufacturer produced OEM for new PCs and have legitimate serial key. I could register it and receive updates etc. I haven't had any problems for the duration of its lifetime.
Oh I forgot to tell you the vendor said the only difference with the OEM was it came in a plain white box but it was the same software.
or Microsoft and ask them what they have to say about the site - The software is just too cheap for my liking - interesting to hear what Microsoft have to say - they will soon tell you if it is legal or copied (pirated)stuff.

That's a dead giveaway that the software is some cracked version. Microsoft OEM software can be registered.

needed to buy academic??? Microsoft's is rather stringent, but Macromedia and others even allow grade school kids to qualify. Got any kids in school?? or???
That place you are considering pops up every now and then, they are in Russia, and shut down frequently. Some have actually gotten the software, but you can be sure that it is illegal here. [probably not there, though].
Son, there's "one" born every minute - just dont be one of them.
I recently bought a copy of Quicken 2005 on eBay at a good price ($15 for the Home & Bus ed.) as an experiment. It came as was advertised - CD in paper envelope only. It looks legitimate in every way - full color screen print, laser etch near hub "IFPI ####".
Along the same lines of this discussion I wonder if:
1) it actually is legitimate and unhacked code?
2) stuff someone swiped from the CD mfg. plant?
3) CDs meant to be "bundled" with some other purchase?

I HAVE PURCHASES ON EBAY, NORTON SYSTEMWORKS 2004 AS AN OEM CD AND IT CAME WITH A VALID KEY AND INSTALLED WITH NO PROBLEM. I ALSO PURCHASED NERO 6.3 THE SAME WAY AND THAT WAS PERFECTLY LEGAL TOO.

I bought OEM Outlook 2003 off of Ebay. Installed and registered it with no problem.
